There were 14.1 tournaments that year but do any of them deserve to be called a world championship without the WPA sanctioning.
This is a legal gray area because prior to WPA sanctioning, World Champions were not sanctioned. This creates a paradigm where world champion is defined by the WPA versus world champion defined by a privately held company.
How can today's player salvage this legal singularity? I propose years without WPA sanctioned events, can have world champions according to player organizations.
Which group held more authority in 2009? Player organizations are entitled to those rights in the absence of sanctioning because they are more likely to survive than the event organizations or organizers.

It was a mix of average players, short stops, regional amateurs and a few pros.

It does not mean there was no action that year. Mosconi is not a world champion by WPA standards.
That means Harriman and Mosconi belong in the same discussion. Harriman beat a tougher field than Mosconi.
In Mosconi's time there were only a handful of players.
