Was at a local tournament watching a match.
Local tournament?
I dunno if it is legal. I guess it depends on what rules the local tournament is using.
But I would wonder about it.
If you think it is then call for a ruling.
If not then let it go and live with it.
IMHO unless there is a specific rule in place regarding it then it falls under the "Hey, I don't like that...and why didn't I think of it?" Kind of thing.
Just because I don't like it, never saw it, and never thought of it, does not mean it is a foul.
Honestly, there is more about pool that I don't know than what I do know. So I am always watching to learn.
I have seen this done, but on wonky tables that really were not put together right, in a bar...and I really didn't care. On a proper table it should give no advantage except maybe psychological...especially if it bothered you.
Honestly, as long as his shot is legal I don't care what my opponent does and I will not watch for anything like that. If I do I might be sharking myself.

He can bow, prey, twitch, dance, blow on the chalk. rub the cloth like a woman, push, pull, or otherwise massage anything on the table and I don't really care. He can use duct tape on his cue, voo-doo chants, or act like Earl and I really want no part of it. The table will move with humidity changes, the cloth will change with humidity....will I call the Weather Channel?
If he straddles the table with a crow bar and moves the rail or cushion I'll say something. Pushing on it with his fingers? I won't shark myself with that. Let him have at it.
Is it legal? I don't know. Ask at the time or let it go. That's where I am on it.
