Is Turning Stone Seeded?

Gloversville and Johnstown are know as the twin cities by many.

At one time it was the leather capitol of the world, gloves included.

It's a regional tour (Joss) event. I don't recall ever seeing a regional event that was seeded. Doesn't mean it has never happened, but I can't remember it.
 
its complicated to seed turning stone. since it is a northeast regional tour, where there are many stops, turning stone being two of them, and since the pros only play in those two, how do you seed pro players that only play in those two stops. if its seeds based on points, then it'll be likely that you'll get two pros in the first round, one with the highest points who frequent the stops, and one with the lowest who only play at turning stone stops. Also the loyal tour players who accumulate points would likely be seeded higher than the pros that dont play in the tour. Seeded as such could only make it more difficult for a pro than a random draw of the bracket.
