Every time I see "so much or best offer" I take it to mean, "if I don't get the full price I am asking, the closest offer to that gets it". You should have said "looking for AT LEAST 400, make me some offers" if you were looking for that.

For my fairness level, the first one to contact you should get it, PM or post does not matter. I would really keep away from asking one of them if they would give you more than the other and base it on that, bad things will happen.
