I believe the raffle is on when everybody has paid.
2 people have not paid yet.
If they do when is the next powerball draw, is that Saturday?

Wallace, I am glad to see you handled this correctly. There has been a trend for people to get pushy and want those who might not have paid replaced the day of the drawing with others. Everyone who signed up for your raffle knew that it would not take place until all spots were paid, period. I don't think it should go past the second opportunity to hold the drawing, but if it fills up on the day of a drawing, there should be no penalty for not getting the money in on time. Most registered many days in advance, and should be afforded the opportunity to pay after the raffle has filled, but not with an unreasonable time limit.
