I’ll be in Jersey city August 3&4. I’m thinking about playing at Hoboken Billiards one day and maybe Skyline the next day, if it’s safe to get there by subways.
 
From what I know- Jersey City to Hoboken should be fine. However, any subway line NY/NJ later hours at night into early morning could produce any sort of trouble- just a fact of life now - Stand back from the platform edges by at least 5 feet. I would not carry expensive cues or fancy looking cases, not late at night on any NY/NJ subway.

In New Jersey, you'll use the PATH train. Hoboken and Journal Square are not on the same line, but you can get to Hoboken if you transfer along the way.

As for Skyline, I've gone there by subway and there's a stop within a one-minute walk. I think the stop is called Avenue X and it is on the F train. To get to the F train from Hoboken, you'll need to take the PATH train to 14th Street in Manhattan. From there, it's just under an hour to get to the Avenue X station. It's an outdoor station, and that makes it less safe late at night, especially if you are unaccompanied. It's best not to carry valuables.

I rarely travel subway in the city anymore ,but it may be wise to carry a pack of cigarettes even if you don't smoke. The bums and the addicts will hit you up and do so in pairs or more. Telling them "NO" , or I don't smoke is NOT what they want to hear late at night. You are a bigger criminal than anything they might do if you are seen "Carrying."
 
If some piece of shit asks for money … I usually ask if they can break a $100. Be careful.
