Can someone verify these are both 5/16x18? I can screw both into both shafts.

Appear to be.
If both shafts are interchangeable, then yes.

Sometimes the tread angle is different. One shadt will fit a bit loose, but tighten against the joint collar face and the other won't go over a thread or 2.
 
Grab a 5/16 -18 hex nut and see if it will thread onto the joint pin,,if it doesn't then you have a 5/16-14 threaded pin and the same for the two shafts.
 
No way to know from a pic. Are they flat face or piloted? Are the pin diameters the same? Are the joint diameters the same? The count looks the same but that can be deceptive.. you can lay one pin on top of the other and they will mesh if the same. The pin length looks close so may seat into the shaft fine. Like MM said carefully try it.

1 piloted, 1 flat. I can interchange the two and they'll both sit flat and tight. I'm asking because back in the day I had them turned down. Now I find the shafts diameter is to small and might buy new/used ones. They're 30 year old less expensive cues, so we'll see. I'll find a bolt somewhere with the same threads, then I'll know for sure.

They are definitely 5/16-18

Line your ruler up against the pin just like this and count threads per half inch. This is a 5/16-18 tap and with the 4” mark lined up in the bottom of one thread there should be 9 threads at the 4.5 line. (Not counting the one lined up on the 4” mark)

Personally I don't like to use flat face on piloted joints but some say it works fine. Sounds like you have a plan.
 
I didn't plan on doing that either. I just screwed them in to see if the threads are the same, even though the bolts look different.
As long as they thread and don't bind then you should be good the female threads are usually a little deeper than the pin length. I'd use flat face on a piloted if that was all I had.
