Wow. Nice cue.
The Limited logo means just that...limited production. But I have no idea how many. Just a hint though, the fact that you are posting it on AZB and people have not seen one before....and they like it...means it is a special cue in my book.
I don't know the date but as you say, pre-nineties, but I don't think by much. Mid to late eighties...I think.
Value?
Depends on how bad you want to sell and how bad somebody wants it. I can tell you if circumstances were different for me I would be a buyer for sure. I am not a haggler and would probably pay you what you ask within reason if I had the cash. The thing is, the pool community at large tend to be haggling types, so look for a lot of offers and don't be put off by some low ones, just smile and say no thank you to the low-ballers.
The market is depressed but I think you have a special cue there and should command a healthy price. Start asking in the range of what you were advised in PM and expect to entertain offers. I am thinking the real selling price would be 3/4 of that...but I am guessing....and I hate estimating values because I am always wrong (according to one person or another).
As for the joint, I have seen others with that joint, but never one with such a big chamfer on it...I find that odd actually. Certainly JOSS did produce cues with such joints and I have been eager to own one myself for years.
The design of the cue is striking and I think very impressive. I love it that so many people often have an attitude of "oh yeah...another JOSS" and then they are surprised when these cues come up. To me, cues like this represent the work of JOSS in that time period. Beautiful, well made, excellent players, and full of a rich cue making heritage.
