Don't know the maker but it looks like a Chinese import.
Filipino, almost definitely not Chinese.
Possibly made by Patrick Hermans.

I believe he is a German living in PI. I have heard he is not making cues anymore. He made Audrick cues, but they are all marked. He had a partner, I don't remember his name.
Yours is unmarked so it is likely one of the many other makers of this style.
