All OB shafts are hollowed out at the tip end.
The OB-1 and OB-2 are drilled the entire length of the shaft with foam in the front and silicone rubber in the rest of the shaft.
The OB Classic and OB Pro are only drilled out in the front of the shaft and filled with foam, the rest of the shaft they are solid wood.

Why wouldn't you think that's it's not hollow at the end?
All of the OB shafts are engineered with low squirt technology. The OB 1 and and OB 2 have extra engineering for softening/dampening that the the OB Classic and Pro do not have. Maybe this is what you're thinking.

Sadly, if he doesn't know that OB shafts with a wood ferrule use a carbon pad before the tip, that should be the last time you need to go over to his place.
He could have removed the tip from the pad and reused it just the same if he was careful. Pretty lazy, unknowing, or both on his part.
As for having a piece of the foam come away with the pad, I believe that OB cues have explicit instruction on their web site for that as well as any other procedures done on one of their shafts.
Off hand, I can't remember how to fix or replace a piece of the foam but I thinks its on the site if you look for it.

My new OB classic has arrived to me this morning, I have been playing with it 4 hours. It feels very well and confident, but I was expecting it even stiffer, like a mezz wd700, I don't see a lot of difference in comparison with my old OB1. Squirt is clearly higher than the OB1, and it is very noticeable if you apply inside english. I can apply full inside with my OB1 with no aim correction, but with the OB classic I need a lot of correction. In a shot where I have to apply no correction with an OB1 (or even aim thinner because of throw!), with the classic I have to aim to the other side of the object ball, that is a lot, another world. Maybe I need some adaptation time, but in terms of LD I am a little dissapointed.
Apart from that, I don't see any foam in the hollow part of the broken OB classic, just wood. BTW here is where I readed OB classic is not hollow in any part, TATE says is very clearly. http://forums.azbilliards.com/showthread.php?t=176277
