It could be a finish issue. Hard to say from the pics.
Obviously if they are decals and they are peeling it destroys most of the value as a collectible, though it could still be a shooter.
The specific value issue is one that I don't like to touch in general. But let's at least say something since the OP asked a couple times.
It's a pool cue. If it is in decent condition, made well with good materials, ans is not associated with one of the mass producers/importers that people tend to look down on (no, I won't get into that), then there is little reason to think it would be worth less than $100, figure a decent shaft is worth $100. Add a decent looking butt and you should hit $150.
This cue does have some curiosity value at least, the stamped numbers give it that, and the connection to Brunswick give it that. Any eclectic collector would want an example of such a cue I would think. Most would probably prefer to have the Hoppe/Titlist versions and those have been the ones I have seen that seem to sell better on the open market.
It was said a friend has a very fancy one, obviously fancier cues tend to have more value. Hard to say what it might bring.
The one posted here has at minimum some finish issues. A refinish job may or may not actually be as much as the full value of the cue.
Always hard to say what values are. I have been wrong too many times and so I generally don't try to say...and I am no expert anyway....but maybe what I had to say above can help. If anybody feels it's off base feel free to say so.
