Old ugly cue. What is it????

Anybody have an idea what this is?

The cue was made by the Rich Cue Company in New York, or by Abe Rich who made similar cues until his recent death in Florida. While these cues are very interesting, there are to many of them floating around to my knowledge they are not really collectible. Many of these cues are mistaken for cues made by Doc Fry, but the cue pitctured is a typical Rich I can tell by the Ring work, the Pin style, the wrap and the bumper.
