Is there any such thing as 2 sets of rule
! being cue ball only fouls
2. Is playing all ball foul rules

Needless to say this person shot a ball off of the table and argued it wasn't a foul, because he said we we were playin cue ball only fouls Maybe, he should have discussed his rules prior to playing
 
Obviously a good idea to discuss rules before the game. If nothing special was agreed on, then most people agree on the rules from OnePocket.org.

And the way One Pocket is normally played (here your opponent is correct): cue ball fouls only. (But it's up to you to play whatever way you like.)

it is a separate foul and nothing to do with cue ball only or all ball fouls
6.5 Ball off the table: Driving either the cue ball or an object ball off the table is a foul, whenever either comes to rest off the playing surface, or comes in contact with anything other than the table itself while airborne.

yes you can play all ball fouls and cue ball only fouls
6.1 Cue ball fouls only: When a referee is not presiding over the match, One Pocket may be played whereby disturbing a single object ball is not a foul, as long as there is no effect on the shot. For clarification, it is always a foul to disturb the cue ball, and it is also a foul if a disturbed ball has any effect on the shot; meaning if the disturbed ball has contact with any ball in motion, or if any ball passes through where the disturbed ball originated. It is always a foul when two or more balls are disturbed. When multiple (3 or more) balls are disturbed it is considered a serious foul. ref: 6.6.2 Serious fouls

Yeah, jumping balls off the table is obviously a foul, but it’s used a lot in One Pocket and can still be advantageous to the player committing the foul, since it gets the winning ball hanging in the jaws of the opponent’s pocket out of play. But it’s a foul, so he also has to spot one of his own balls.

in pool rooms it was a strategy shot and never a foul. you regularly knocked a ball near his hole and onto the floor.
or knocked it in and jumped the cueball off the table which was a foul. especially when that was his winning ball.
and cue ball fouls only. all object ball fouls no matter how many moved or where, the opponent just put them back where they were as best he could and without giving you any advantage.

they arbitrarily changed pool room rules and standardized their rules a few years back on one pocket .org. which most tournaments follow now.
which probably is good.
but each pool room uses its own rules which you decide before the game and before a shot if there is any issues.

All I know is that when I hear two guys matching up nowadays they have to go over and agree to a whole set of rules, like the ball on the break, and jumping a ball off the table when a ball is in the jaws, and fouls canceling each other out (there's more).

we never had any disagreements or rules worry in the past. the jump ball off the table was not allowed when the pool room didnt allow it.

never in 9 ball one pocket or anything. only once in awhile had to have someone come and watch a hit.

and we played for medium to big money. the rules made sense.
 
I've played a lot of one pocket in the late 90's, and players then often played an OB off the table was NOT a foul. I learned then to ask 3 questions every single time I match up. To this day I still ask them.
1: 3 fouls or no 3 fouls
2: Center or edge of the ball for a scratch shot behind the line (for both CB and OB)
3: OB jumps the table is a foul or no foul

At one point around 1980, under BCA rules, it was sometimes useful to knock the 8 ball off the table. I don't remember the exact situation, but I do remember doing it once in a tournament.
