And what do you do when the breaker racks a ball dead? What if that ball is the nine ball? There are players who know how to do both of those from a nine ball rack.
First off, if the opponent was doing the complaining, I'd tell the player....GUESS YOU NEED TO LEARN HOW TO RACK LIKE YOUR OPPONENT! Second, in my rules a 9 on the break counts as a win, but spots back up and is still in play. If the breaker fails to run the rack out and lets the opponent finish out the rack, then making the 9 last also counts as a win, which then would be considered to be a push for push for both players. Third, in my tournaments, all 9ft pool tables would have Championship Titan, non worsted wool cloth installed on them....as in no Simonis, Championship Tour Edition, no Andy cloth, no Granito....back to old school cloth....and I don't mean no IPT' shaggy carpet shit either.

I'm for the neutral racker. Don't understand why this is almost never seen. I've only played in one tourney that had this.

Your damn right, take the break SHOT out of the break by replacing it with human error, or knowledge in how to rack the balls using a wooden or plastic rack....and the game loses most probability of being won ON THE BREAK....something wrong with that? Don't like that, then a neutral person racks the balls for both PLAYERS, don't like that....tuff shit!!!

If Player A is rigging their racks (which again, is perfectly fine in your book). Then their probability of winning on the break is much higher.
First of all, you assume one of the players is a cheater. Second, rack cheating as you want to call it, has no chance in hell of creating the same ball making ability on the break that racing aids do. Third, eif cheating at racking the balls is the norm, then I guess the OTHER player better learn how to fight fire with fire and beat the other opponent at the same game of racking, which is still better than using racking aids.
PS, I'm against the use of jump cues as well, I personally feel they should be banned!
I don't need to assume anything. If a player is rigging the rack, then they ARE cheating. You may want to look up the actual rules before you reply.
And I don't give a shit about the argument you want to hold on to, racking aids are the biggest form of cheating there is when it comes to racking the balls!
I believe magic racks/accu racks puts everyone on the same playing field and it is up to each individual to master their break. When the rack is perfect every time then you can't manipulate the rack with gaps between certain balls.
