That's my immediate thought too, and the game I like for honing OB and CB speed skills - you have to control both on most shots, to close tolerances. For instance, it isn't uncommon to want the OB to stop just short of the pocket rather than go in.the most frequent time i hear the term "pocket speed" used is when playing one pocket

That is not playing pocket speed. You have to hit the ball with sufficient energy to a) make the ball and b) gain shape.
It is not about hitting the ball slowly. It is about hitting the ball correctly. This is crucial on tough tables.

And therin lies the problem - you don't know what the definition of the term 'pocket speed' is.
What you describe might be called perfect-position-playing-speed or sumpin',
but it ain't Pocket Speed.

In my experience, "pocket speed" is hitting an OB so that if it does not go, it hangs up in the jaws. "Speed control" is controlling the CB so that it travels the precise distance the player desires.

It doesn't come up that often for me, but I tend to favor positional speed - I suppose because CB control is the part of pool I like best. Pocketing is more the means to that end for me.For me, I guess that would depend on how critical pocket speed would be, like on a lower percentage bank where I could also hide the CB, I'd choose pocket speed. Running balls, CB speed. Rotation games it'd almost always have to be CB speed (I seem to recall).
On further reflection, I'd have to say there there is also pocketing speed. On many tables pocketing speed is different from pocket speed, or maybe just a different type of pocket speed because on rail shots you have to figure on hitting the OB hard enough to hit the far facing then the opposite facing before it will drop.
