What is the best way to turn it down?

The original phenolic tip??? If so, that's strange.

I'd try an Ultimate shaper. The grit of the sandpaper is pretty rough.

That's not as bad as the predator ferule that exploded on me after only 2 months of having it. BUT... The good people at predator sent me a new shaft and everyone is happy.

You can buy the BK2 with a leather tip.
