Everything is based upon where you are located and who does the work. In area's where the economy is depressed some may do the work for $30, others may charge $60. If you have the work done by a high end cue maker, it could cost even more, and this also depends on what type of linen you want put on the cue.

If you're in Vegas go to rich smithlin. He is at the bca this year and is local. I think he said it was $25 last time I talked to him but I could be mistaken.
Manwon is right. Depends on the quality of the cuemaker. I know Jim Buss charges $40. Don't go cheap and then end up with it coming unraveled later. Pay someone what they ask for as long as the guarantee is legit. $50 is cheap for something that lasts that long.
I had Joe Blackburn do a replacement on mine a few months ago. I believe it was $45 and he did an excellent job. He also brought everything (I believe) to do Leather and Exotic wraps with him to Vegas.
I had Chris Byrne do mine. He took off the leather and spent some time getting the glue off and put the linen on and pressed while I watched until it felt just right to me for $50.00.
