It counts towards your time on the shot clock so that you can’t use it to get longer to make your shot choice So sure you can use it when you get the cue ball cleaned.Is it a rule that the player would have to take an extension to get the ball cleaned?

Lets say your cutting in the Black Ball.
Dark colored balls are more porous & pick up dirt more than a lighter colored ball.
