Can a shooter use his extension.... to have the ref clean an object ball?

I believe so, yes.
I don’t see why not, unless possibly the ref deems that the ball is in a position around other balls that would make it very difficult for the ref to mark/replace the ball accurately.

Bad choice.
When coming across a ball.... to cut it in.
You use a fairly slow stroke.
The object ball contact grabs, obj. ball rotates you miss.
Lets say your cutting in the Black Ball.
Dark colored balls are more porous & pick up dirt more than a lighter colored ball.
The score is ''on the hill''.
The cue ball has been cleaned at ''least'' 25 times since play began, the 8 ball has not been cleaned since match began.
Would it be better to have the 8 ball cleaned or the cue ball again.?????

Time should pause for the cleaning- and for any game related dialogue between player/ref- and ref should not let a player abuse such interruptions.
