just how good of a cue do you want to build, i can make an indention in this wood with my thumb nail. so in my humble opinion, yes you can core it and build a cue. it will play o.k.
but if it is bumped on the sharp edge of a table it might make a dent.

it would help to stabilize any spalted wood but it will make it heavier.......... I have used it with out stabilizing but I did apply lots of wood hardener.... the epoxy sealer did completely soak in on the first application.............
remember ... it's really just rotten wood.......... LOL
