I think it should be WHOEVER the top money earners are regardless of whether or not they have a 2006 tour card.

From what I can ascertain from the most recent links on that website, which is from Kevin Trudeau, is that there are going to be quite a few qualifiers up ahead. As an example, the North American Open will have 20 or more qualifiers for any aspiring player to compete in this IPT event.
At the end of this season, there is going to be a Masters tournament. The top six winners of the North American Open, to use this example again, are automatically in the Masters tournament. So that's a great opportunity to the non-IPT members who are high finishers, at least the top six, to make money.
As far as the IPT tour card, I still haven't figured out how the gains/loss formula works, but one feature about the scoring has something to do with rack-and-runs in each match. For instance, if there is a tie, then the tie-breaker will be which player had the best gains/loss ratio which could ultimately come down to the rack-and-runs. I know Colin can explain this much better than I.
I think the best way to get your question answered properly, though, would be to go on the IPT website and e-mail them your inquiry. Getting the answers from here may be only hearsay and/or interpretations, but when you get a response from the IPT website, it will be, as they say, from the horse's mouth, the horse in this instance being the IPT itself.
