Scratch when all object balls are behind the head string

Seems to me that I remember a rule that if a player scratches and all of the remaining object balls are behind the head string, one ball gets place on the foot spot, so that the incoming player has a ball to shoot at.

1) Is this correct?

2) Who selects the ball to be spotted?

6.7 RULES OF PLAY

7. When a player has the cue ball in hand behind the head string (as after a scratch) and all the object balls are behind the head string, the object ball nearest the head string may be spotted upon request. If two or more balls are an equal distance from the head string, the player may designate which of the equidistant balls is to be spotted.
 
What happens IF the player does not want to spot a ball & would rather kick at one of the balls? Say, one of the balls is hanging in a corner pocket & he would like to leave the other ball in the kitchen too (for a break shot)?

I may be misunderstanding something, but didn't you already answer your question?

I read that as the shooter as the option of playing the table as it is or spotting the ball nearest the head string.
 
I believe the second question is "After spotting the ball nearest the headstring must the player shoot at the spotted ball?" My understanding is after the ball is spotted any ball on the table is a legal ball to shoot. Following the constraints of the cue ball must leave the kitchen before striking an object ball in the kitchen.

There is no requirement to spot a ball it is the shooters option.

I would agree with this. For instance, say the shooter wanted to play a kick off the foot rail to pocket a ball hanging in one of the head corners but the ball closest to the head string was sitting smack in the path of the bank. He could have that ball spotted to clear the path to play the kick shot.
