A 'Stiff' taper 13 would be pretty stiff still @ 12.5.
I doubt it will get 'soft'.....
More parallel taper would help some, different ferrule material might help some, different tip would help some more.

It does affect the hit significantly, but not sure how "soft" it will feel as I don't know the other elements of your cue..
That being said, a friend has a Nitti that was 13mm and he thought it was too stiff, and too hard so I suggested he take it down a little since he likes my cue's hit. He stopped at about 12.75 and thinks it plays much nicer..
I would recommend taking it down a little at a time and see where you like it.. Each tenth of a millimeter is a ton.. My main shaft is 12.4 and I have a couple backup shafts at 12.5 and I can tell the difference immediately in the spin and feel.

I like a longer pro taper (parallel) I don't like the feel of the shaft getting thicker through my stroke. I think to some small degree that may soften the feel a bit, but not going from 13 to 12.5 if the taper stays the conical same.
I've settled in on a 20" pro taper, with a medium hard tip for a softer hit. But that's relative to what I used before, and I can't speak for what tip hardness you have now.
I agree that a most of the softer hit feel will come from the tip choice.

Ask him what tip he used when he made your shafts. Go from there ...IMO
edit ... In my mind the phrase stiff hit is different from the phrase hard hit.
A stiff hit may be cushioned some by lengthening the taper, while a hard hit is more the tip.

What are we starting out with?
When you say a soft hit . What brand of cue do you consider that is a soft hitting cue?
Maybe you need a super soft tip installed?
Or a softer ferrule?
A LD shaft might be what you are looking for as soft goes LD shaft seem to be the softest hitting shafts compared to a solid maple.
