Some help needed 70s cue Balabuska?

Guys owner has died cue was made in NY 1970-1974. All inlays and joint is ivory 5/16-14 pin. Very nice work bumper is brown or red thought it was wood ,but orignal bumper rubber. New pics

I do not think this is a Balabushka

Just my opinion, but I would never think this is one of George's cues.
Nothing about this cue shows anything that George ever did.
