There is only so much strength needed to sufficiently hit the cue ball in any desired manner.
Draw shot-- the key to executing a good draw is not power it is stroke. While it is true that you need to hit it with some power, power alone does not make the ball come back any better. In fact hitting it too hard will just cause it to fly off the table.
Follow shot--- the above statement is the same for a follow shot.
Break shot--- This is the one time when you will use more power. But anytime you increase power to excess you decrease accuracy. I dont think steroids will allow you to hit the cue ball with max power and give you eagle eye vision so that you can control it. Beside the side effect would more that likely diminish your ability to control a max power shot.
They key to having a good, controlled power break is in your body mechanics. Not your muscles.

i'll refer you to Basement Dwellers comment which was also in response to something you said which it looks like you ignored i have copied here. and i am in agreement with him.
"I'm not so sure. I've actually been thinking about this for a while - not that I'm at all interested in using them myself but I've just been curious about whether or not they COULD be beneficial and I bet they could be.
I was a bit naive about their use in baseball at first. I understood that if you got stronger you would be able to hit the ball further but I didn't quite grasp that a lot of players were also hitting for much higher averages. It seemed as if their hand/eye coordination had improved. So I think if any drug could strengthen your muscles enough that you were able to control them a bit better you would be a better pool player.
I understand that the game of pool is not about power but it is about muscle/body control. It appears that steroids can help in this department. I'm willing to stand corrected on this though. I'm interested in what Chopdoc has to say on this, even if it's a lecture "
