I was playing around with IRC the other day trying to figure out how this was happening.
On IRC you can change your nickname to any nickname that isn't currently registered. So I could change my nickname to pooIpIayer or anything else as long as it isn't registered. You have to login with a registered nickname first then you can change it at will in IRC. I didn't notice that the L's were changed to I's. Thanks to Bob for noticing that.
Also you can register new usernames easily on ustream.
If your IP is banned you can just restart your modem and you'll get a new IP address within a minute or so.
Also there are proxy servers out there that allow you to get a different IP address and hide your location and IP address.
So I don't really see any way that you could permanently block a person unless you can somehow find out their real IP address and report them to their ISP.
I remember you changing usernames. It's easy and fast in IRC, it only takes a few seconds. You came "that close" to getting banned when watching you do it even before entering the room. We thought for a sec it was the spammer but after closer scrutiny we knew it was you and figured you just wanted to chill/remain in stealth.
As pertains to the "l" being changed to "i" -- I'm not the only one who noticed that -- and I'll just leave it at that
