That's actually the point. I could fab up my own rack with a thickness of <1/8". Techincally perfectly acceptable, but well less of the vast majority of break shots that may otherwise be questionable.
So, again... why bother

The outline (around a normal rack) helps me plan the break shot. It also guarantees that any non-interfering ball is playable. If you don't intend to compete at the game, the outline is not important.
Do you mean a line around the inside of the rack outlining the balls themselves? I'd like it that way.
Then there's the question of the bottom line/gap.

He is super good at nipping/spinning the cue back just right off the rail to get it back to the middle of the table. I noticed this in the 14.1 tourney as well from other players.

No. I mean the line around the outside of the rack just like it's been for over 100 years. A line around the inside of the triangle (the tangent of the object balls in the rack), would result in unplayable break balls.
That is basically what this kind of effort is about. If he does this until he runs 800 (his ultimate goal), he is going to miss seven or eight times past 600 before he gets to 800. (On average, of course.) He's going to have about four 300s for each 400 he gets.
He seems to have a much more controlled break shot now. I think he still needs to work on reducing the difficulty of his during-the-rack shots. 99% is not good enough. He needs 99.5%+ on his average shots.
A friend of mine took a Magic Rack to the office, scanned it, and printed up 100 copies on overhead projector film. Lined them up in bunches and used a hole punch.
