So if playing on a tapped table do they outline a rack area ? If so how do they determine triangle size?

Table is tapped for the rack so balls sitting into place for hand racking - no triangle.

Tapping the table is essentially the same as the Perma-Rack which Jayson used for his 832 record, or the training done for the Sardo rack. Pound divots into the table. It's how the Euro Tour racks. However, in the European championships, the 14.1 portion is played at the other end of the table with a standard triangle to avoid dead balls. Just as for 9 ball, a really tight rack produces dead balls at 14.1 -- dead enough that people were playing them as break shots instead of using the break ball.

Yes, you have to draw the outline. There is no specification for it. Practically, it needs to be large enough that any ball out of it can be used as a break shot. The Delta-13 would be good. The old-style Diamond wooden rack is too big and pointy.

(Although Jayson's run had a marked outline, I don't think any break ball was with six inches of the rack, so it was irrelevant.)
