No, it will not be streamed because Charlie(Owner of DP) wanted Ray to pay DP to stream the event. So Ray and his crew are going to Mobile. Charlie made a bad business descision for sure!
Maybe the guy was going to have to have a special internet connection installed to accommodate the stream and wanted Ray to help with the cost, I don't know. But in any case this seems like one of the worse business moves I've heard of. If he had no internet available he should have just explained that. I guess he just has too much business and doesn't want to be bothered with having to count more money! lol
Why am I the only one that thinks a stream wont make or break an event/this event? It's nice to have, but not mandatory. Maybe in a few years it will be, but right now it's just jelly, imo.
Don't get me wrong, I would love a stream for this event, but to bash Charlie saying it was a bad business move to not have a stream does not make sense to me.
Or, are you bashing him because he wanted Ray to pay? If that is the case, then let's be clear what everyone is unhappy about - it's two different issues to me.

I just feel he's missing out on the opportunity to have some worldwide exposure for his business and expecting Ray, to pay him for giving him that exposure is very shortsighted. That's why I feel it's a bad business move! Of course it's great for the people who can't attend the event as well. I think he made it a lose/lose situation when it could have been win/win.

I don't know Charlie but I think you're a missing the point here. A small pool hall owner is living on the financial edge. So I have strong feelings for their right to try and stay alive. They know the business far better than AZforum members.
The amount of money a local pool hall is going to see from worldwide exposure is a big fat zero. The pool owner lives and dies on those dollars that come in or don't come in if someone local stays home and watches a stream.
In all successful sports the broadcasters pay a fee for getting the right to cover an event. To this day Football and Baseball black out games that can affect the gate. If big sports think it's viable to do that why shouldn't the pool room owner. I think the pool room owner probably doesn't need to ask Ray for money but he certainly has every right to not have streaming. Ray would argue that a stream can bring more people down to watch. That's a very debatable point and why should the pool hall owner risk the few dollars he needs in hopes of breaking even or gawd forbid make a little money.
So, every tournament that doesn't stream is in the same category?
