Chris,

When you click on the rules it takes you to the BCAPL rules so I guess those rules are in affect. If so, no phen tip break cues, but phen tip jump cues are ok, if they allow them (may not for 1-pocket). Hope this helps.

Break - no. No composite tips allowed either - White Diamond, Icebreaker, bakelites, etc. all illegal for break shots. BCAPL Equipment Specifications 9, Cues, (d) (p. 3): "The contacting surface of the cue tip of any cue used for a break shot must be made entirely of leather."

Jump - yes, but no jump sticks allowed in 1P - BCAPL Rule 5.15 (p. 47).

* The BCAPL has not addressed every imaginable rules issue, nor will it ever likely be able to, as evidenced by the seemingly endless situations that people dream up or that (more frequently) actually happen. If I do not have the answer to a question I will tell you so, then I will get a ruling from the BCAPL National Office and get back to you as soon as I can. If deemed necessary, the BCAPL will then add the ruling to the "Applied Rulings" section of The Official Rules of the BCA Pool League.
