I had my company's redone by a firm in India. They were prompt, attentive and efficient. I have not got it running live yet as I need to update some of the content but I am very happy with it.

Total cost was $400. $200 up front and $200 when completed to my satisfaction.

I'm a software engineer and architect: http://www.brainclippings.com/ , but if you are looking for just a simple static site your best bet will be with an offshore team, or someone's relative.

There are enough templates for free out there that I'm sure you can get your needs met inexpensively, good luck.
