It looks a lot like a Verl Horn Cue I have from the late 80's. I know he made some cues that were said to be Szamboti tribute cues but could never get the my cue verified after he passed. I'll post pictures.
The answer may be under the wrap (phenolic connecting ring / joint) but I'm not sure I'd have it replaced, it looks to be in great condition.
If its a Mali, it's not worth much. But I wiuld like to own it because of the simplicity of the cue. I think you should not even dream about selling it. That's also what your Dad would say!!!
Thanks for everyone's help yesterday. I am still on the hunt to find the cue maker. I have emailed some makers and pros some pics. If it is indeed anything decent, I will be selling it. If it is a basic simple cue, I will clean it up and play with it.

ive been a player, collector, dealer for 20 years.... ive owned alot of cues..
my initial thought on this cue is that there are 3 makers come to mind...honestly none are real high end...
its probably either an old mali cue.. which were very well made cues in that era and played very nice. the ring work is almost exactly the same as a few ive had in that era.. also the buttcap looks about the same size length etc.. and those days they only had the name mali kinda printed logo on them.. not etched in.. so alot of times the name wore off with years of use... the other posssibilty is it is an old adam cue... they also were well made cue and played nice in that era.. these werent the adam cues that come from japan like they do know... these were some of the best cues on the market in that time... ive owned many and still have a few.. again the logo on them sometimes wore off too... adam also had the line of helmstetter cues and there were also jim rempe line of adam cues... the other possibility is this may be an old robert weir cue... u dnt find many of the weir cues.. basically because he didnt really MAKE cues.. these cues were also made by adam cues and he would put his name or logo on them and sell them as custom made cues... until he got caught...lol none the less the rings, inlays, style, joint, and overall look of the cue i would guess it is an old adam or mali cue.. im leaning toward the adam... hope this helps. either way its a nice old cue... if i were u id prob just keep it since it was dads...but if u do want to sell it let me know.. i wouldnt mind adding ti to my collection if price is right... thanks
