Any shoe repair/leather worker, should be able to fix you up.
I've taken a case to a saddle maker before, who was more than happy to fix it.

This same thing just happened to mine,I was able to get out of the pool room with out to much embarrassment like this.

Instroke cases made during a certain time frame were notorious for breaking latches and I believe Frank's Center has become accustomed to correcting the problem.

Yes Baton Rouge has a few places, but the OP is in Dallas. There was a thread where some casemakers mentioned that luggage repair places carry alot of the same hardware that they use.
Dallas --> cowboys --> saddle makers ... I think any saddle maker/leather worker would be able to handle it easily.
If you are a DIY'er check leatherfactory.com, they sell most all this stuff.
I took my Instroke to a shoe repair/leather worker and he fixed both latches and the zipper for $30.
