Yes, but very few take the time to fit the base of the points to fill the gap left by the radius of the cutter. It is not needed for most short-splice construction since the base is typically cut off anyway.
However, I would think it a prudent construction choice when cutting points into cues with full length cores. Black Boar implements this as part of their construction method.
