Who is the best player of the last 40 years not to win a major event?

The best 9ball and 8 ball player in the last 40 years is Sammy Soto real name Charlie. I spent a yr and a half with him in the 90's. There is nobody on the planet remotely close to his top speed. He never missed. All he did was run out and play safe- no misses.
He only missed intentinally to reel you in. I wish he would have chosen to be a tournament player instead of a hustler so we could have the privelege of watching his matches. He would have probably been world champion every year in both disciplines. That big of a gap between him and everyone else.

Any that followed pool in the Northwet would concur that he went toe to toe with the best. In 84 At the Tahoe event, I watched him beat Parica twice. Hill/hill both times. It was Parica's initial visit to the USA . Danny's visit to Reno for dialysis mid tournament made it even more impressive. Well I drove patients home after dialysis and they could barely walk. 🤷‍♂️
Parica came to the US to play in the PPPA World 14.1 Championships before that, I think he played in either the 1978 event or the 1980 event, and possibly both.
 
Jeff Carter won many regional events but never a major as far as I can remember. He frequently finished in the top four to six players but never quite got it over the goal line. He was a damn good money player too. He is the best one I can think of right now. There were several primarily money players from the Philippines who cut a path across America but rarely played in or won a major tournament. Andam, Lining and Manalo are three I remember. Luat came right after Efren and did play quite a few tournaments and his best finish was a second to Alex in one of them. Steve Knight came over from England in the late 1990's and best everyone he played (mostly up and down the East Coast) but may have played in only one or two major events. Tang Hoa won many local tourneys out west but his best finish in a major was second to Buddy Hall in 1998. Marcus Chamat was another damn good player who never quite got there, but for the cash he killed.

I do know that Jeff won a pretty big 9-Ball tournament in Port Angeles, WA back in the early 70's He also won everything in Wisconsin for years. I'm not sure about the Eight Ball tourney you are referring to. Jeff did play Efren in the finals of the World Eight Ball in 1995 at the Riviera hotel, but I'm pretty sure he lost that match.
 
i think i would put him in that same category with mario and naoyuki, it probably won't happen even if they get to a major final. hope i'm wrong because i like all three

Mizerak tried giving him 50 to 150 in a money game back then and did not fare well.
