why burnish tip

They're talking about burnishing the edge, up from the ferrule. It helps the tip stay clean, reduces mushrooming and keeps stray pieces of leather from getting into your field of view when sighting. Doesn't have to be shiny, just the same all around.

Yes! :p I guess to help prevent or squeeze back in mushrooming, really. It's not that big of a deal, though. When a tip is put on, it is burnished and from then on, you should be alright...depending on what kind of tip you are using.
 
Just take your tip and roll the edge back and forth on a countertop or the rails on a pool table,it will shine and make the edges darker,thats the effect you want,a black marker around the edge works good too.;)
 
Watch out for the black marker. Some markers degrade the leather and ruin a tip. Talk to an expert.

Also, some leave black marks on the cloth if you follow through on draws.
