ENTRY FEE: $200
TAXES & PAYMENT:
There is no tax payable on prize money in the UAE, and this will
be paid in cash. As every player will receive prize money, entry
fees will be deducted from the prizes.

I don't know why the WPA have made the statement that prefaces that information.
In the ten year history of this event they have always paid out every cent of prize money.
Neither have they cancelled any event at short notice.

It is very simple. The WPA has the legal requirement to let all concerned know that the WPA does not provide the prize monies for these events. The promoters do. If someone ever goes unpaid, the complaint needs to be against the proper party, the promoter. But you are correct. All WPA events have paid out every penny ever owed to players, although one event had sponsors that drug their feet and it took nearly a year to get all of the prize money together and get it to the players.

The WPA had an event, the Philippine Classic, canceled this year at what was considered short notice. Some who had already purchased air fares asked the WPA for reimbursement of the air fares. Again, it was not the WPA that did the canceling so the WPA is just letting everyone know who is and who is not properly accountable for these things.
