This is definitely a step in the right direction. However, it does not match how I understood what was going to happen at the RTC. My understanding matches what is found below.
There is a big difference between offering 15 spots which was originally stated and the 6 spots that are now being offered. The number of entries should also only be 64 total instead of 80 players.

Dear Regional Tour Coordinators, I wanted to touch base with you regarding the new Regional Tour & Exempt Business Model that the RT Committee has been working on which will be implemented this season for 2010. In order to allow for more expansion of Regional Tours and give players a more consistent way to earn a WPBA Exemption, qualifiers for specific Classic Tour events are being phased out at the end of this year. Note: State Championships will still be held as qualifiers for the WPBA US Open. Instead, top ranked players from each RT will earn a spot in the RT Championships (RTC) and from there; a pre-determined number of top finishers from the RTC will then earn their "Q" card for the entire new season into all Classic Tour events. The proposed field size for the RTC is 64 players. 16 spots will be filled by WPBA End of Year players ranked 49-64. The remaining 48 spots would be filled by top RT players from each tour.
Please find the following guidelines for your reference:
RTC Competitor Participation:
1. All Regional Tours must have had a minimum of four ranked RT tour stops prior to December 1st in order that their players qualify to participate in the RTC.
2. December 1st will also be the deadline for the final membership count from each RT in order to determine how many players each RT will send to the RTC.
3. All RT Tour Stops shall be completed no later than the 3rd week of December.
4. The final rankings listing must be received from each RT no later than the end of the 1st week of January.
The formula for determining the number of players from each Regional Tour that will participate in the RTC with 48 total spots allotted to RT players of tours having had at least four WPBA ranked events in 2009 through December 1st is as follows:
Spots allotted to each tour = 48 multiplied by the number of members of tour (on December 1) divided by combined members of all tours (on December 1.)
As an example: if current RT membership is used (as of 06/30/09): OBCT 98, AWBT 33, CWPT 13, NWPA 35, JPNEWT 37, MALT 26, NEWPT 13 with a total of 255 members. The resulting spots per tour would be calculated as:
OBCT: 98/255 x 48 = 18
AWBT: 33 /255 x 48 = 7
CWPT: 13/255 x 48 = 3
NWPA: 37/255 x 48= 6
JPNEWT: 37/255 x 248 = 6
MALT 26/255 x 48 = 5
NEWPT: 13/255 x 48 = 3
All percentages will be rounded down to the nearest number. Until the memberships of the newly formed CBT, FBT & WCWRT combined with all established RT’s are submitted at December 1st, 2009, the real numbers cannot be determined and the above is just an example of how the system works.
Our target is to offer Q cards to the top 15 finishers for the '10 RTC combined with 48 Exempt spots based on WPBA rankings at the end of '09, plus one promoter’s spot to the host venue in order to fill out a 64 player field of the same competitors for all Classic Tour events in 2010 (and for subsequent seasons) - NOTE: US Open and Tour Championships would not be included for the RTC Top Finishers. The Tour Championship field shall be filled with the top 63 ranked WPBA players based on rankings after the last WPBA Pro event prior to the TC. (The remaining spot will be filled by a promoter’s spot to the Host Venue)
Starting at the end of ’09, all 48 WPBA Pro Exemptions going into '10 and beyond would be for 1 year, and the 2 year exempt option will be phased out. Due to the fact that this is a transitional year for the RT Business Model, the number of top finishers from the 2009 RTC that will earn their Q card for the 2010 season may be diminished due to the fact that WPBA Exempt players who finished in the top 32 at the end of '08 are entitled to a 2 year exemption under the old system, thus carrying over into '10. The WPBA will advise once these numbers have been determined. There are cases where players may have to withdraw from WPBA Pro events. Beginning in 2010, those spots would be filled based on how player's finished at the RTC instead of by WPBA end of year rankings. The next highest finisher outside of those earning their Q Card would receive the invite and so on down the list. Tie breakers as follows: #1: Matches Won/Lost % #2: Games Won/Lost % #3: Head to Head (if applicable) #4: # of Break & Runs.
There may be WPBA End of Year ranked players ranked 49-64 who choose not to participate in the RTC or players who have to withdraw. Any open spots for the RTC will be filled by going back to the RT membership and not the WPBA End of Year rankings. Method to determine which specific RT players will fill open spots TBD.
RTC Format:
Round Robin (race TBD):
The #1 ranked Player from each RT will be seeded and brackets will be drawn in a way that, to the greatest extent possible ensures no preliminary round robin group contains:
a. More than one player that won their RT point race
b. Both of the top two finishers from any tour
Note: Score sheets will be used during all matches for the RTC
Eligibility:
a. All RT competitors must have played in at least 50% of all their RT tour stops
b. All RT competitors must be WPBA Player Members in good standing (having paid their WPBA Membership dues) for the season in which they are qualifying for the RTC and pay their membership dues for the new season. Player’s may not retroactively pay their WPBA Membership dues; they must have been paid at their first RT event of the season.
c. A player who plays more than one RT may not choose which RT to represent. The RT that the eligible player originally paid their WPBA Membership Dues to for the season will be the RT that player represents. (Example: Player Susie paid her WPBA Membership Dues with JPNEWT for the 2009 season, but then also played on NEWPT and MALT. Since she paid her WPBA Dues to JPNEWT, she would represent JPNEWT for 2009.)
The 1st place Winner of the RTC will still receive paid entry into all WPBA Classic Tour Events.
The Regional Tour Season:
a. As stated above, each Regional Tour must have a minimum of 4 WPBA RT ranked tour stops prior to December 1st, 2009 to be eligible to send players from their tour to the RTC.
b. All RT members must sign up to be WPBA Conditional Player members – Membership runs through the calendar year.
c. All Regional Tours must pay their yearly WPBA Sanctioning Dues based on the previous End of Year final membership numbers. $150 minimum (0-50 members) and $50 for each additional 1-50 members.
d. All Regional Tours must remit $100 Per Tour Stop Fee plus the Tour Stop Information Sheet to the WPBA (each RT should ask their participating billiard rooms to pay this amount). These fees will be earmarked as additional prize money for the RTC. All fee’s/forms need to be received by the WPBA Office at least 45 days before your tour stop.
e. All WPBA Membership dues collected, along with the Player Application form, must be forwarded to the WPBA Office no later than 10 business days after your tour stop. The office will update the total player membership roster and will send out updated current membership lists to all RT’s thereafter.
The new business model does provide for International Regional Tours to become established under the same guidelines as U.S. Regional Tours.
The WPBA, in its efforts to support each RT, will provide Media Guides, posters and other material/items to offer its participating Billiard rooms. In addition, we will liaise with Exempt Professionals who are in/near your area (where possible), to assist with promotions for the Regional Tour.
Each tour may receive its’ own WPBA single-web page that would list participating billiard rooms, its tour stop schedule, special news, etc as well as a direct link to the RT’s websites. It is the RT Coordinator’s responsibility to send all information to the WPBA Office in a timely manner in order to update your page.
State/Region/Country Championships:
State Championships will still be qualifiers for the WPBA’s US Open and will still command a $1000 minimum added criteria. $600 of that must be remitted to the WPBA ($500 Qualifier fee plus $100 Tour Stop fee). The remaining balance of $400 must be earmarked for the prize fund. All other criteria for State/Region/Country Championships remain the same including minimum number of participants (8), all tables must be 9’ etc.
