The 2036 venue for the Summer Games will be decided in 2029, probably. The US will not be in the running. The host country has a major say in what new events are debuted. Break dancing was in the Paris games at the initiative of the French Olympic Committee. I think the best chance for cue sports is through an invitation from the host organizer. Break dancing is gone now, BTW.
Part of your homework is contacting USA CueSports which will be leading any serious effort to get USOPC recognition for cue sports in the US.
