I was about to ask the same question. I don't know of them being banned. If they are, that's going to pose a serious problem for quite a few people in the industry.

When I got my BK2 there was an option on tips. So no, you don't have to use a specific one.
Phenolic ferrules/tips (or any ferrule/tip for that matter) is replaceable
Folks:
Any competent cue luthier can take your BK2's shaft, put it on a cue lathe, and cut-off (i.e. shave-down to the tenon) the Phenolic tip/ferrule, and replace it with whatever ferrule/tip combination you want.
I had this done to my Fury JB-RW to remove the stock carbon-fiber tip-ferrule it came with (because I kept mushrooming it after only a few breaks), and replaced with a special formulation Phenolic (the leagues in my area allow them).
It's not a difficult procedure, assuming the cue luthier / repair person you contract to do this work has the equipment, skills, and experience to do this work.
I know, I know, "why should I now have to shave-off my Phenolic and replace it with something else, after I'd spent all this money for my nice BK2?" Unfortunately, with the recent decision by the BCAPL (for those who play in it), you're going to have to adapt, if you want to continue to be able to use your BK2 in BCAPL play. They (BCAPL) certainly aren't going to change their rules.

Why can't you just put a hard leather tip on it? Being sure to leave the carbon fiber pad of course.
To CooCoo - What do you care if it was banned. You don't even play in the BCAPL events. Do you have some sort of personal issue with Mark Griffin or the BCAPL? WTF is your problem?

that's what needs to be done to keep them legal for bca league play.
Keep the disc, and have a hard leather tip installed. A superpro, a pressed wb, or the new samsara tip all work nicely.

To put it in perspective, who is the BCAPL? They are not a governing body. In fact if you talk to the BCA they will tell you they, the BCA, are only in the business of the trade show anymore. They sold the league and I suppose the licensing of the their name BCA. The BCA does not run tournaments or the US open as they did years back. All they do is the BCA trade show. I would not necessarily recognize one bar league as the world wide governing body of pool. Isn't that a bit presumptuous? I am surprised this is really an issue. Don't all the leagues have their own variations of their rules. I don't honestly know, where does the BCAPL fall as far as size compared to other leagues? How may actually play in the league, is it in the millions?
Billiard Congress of America Pool League. It's the league portion of the BCA that was sold to Mark Griffin.
And it is quite large!!! I don't know the exact numbers but if any league is bigger I would guess it is the APA.

I'm going to wait until the ruling is out. The ruling may apply to Break Cues only. If your J/B has a phenolic tip, you may have to change it. But IF you have a Break Cue, with a leather tip & a phenolic tipped jomp cue, you may be in business.

that's right..Alex Pagulayan showed me his BK2 shaft with hard leather tip on it...he changed it before he played at IPT when they changed the rule by not using the the phenolic tip
