Here is a shot I came up with some time ago.
Freeze the cue to the bottom rail. Now freeze two other balls next to the cue leaving about 1\4 inch space on each side, or more if you want.
Send the cue up table and back down into the space between the balls. If you miss the centre of the cue you will know right away.
the cue must go clean, nothing but net. If you do try it out I would like to know how you did.

I do this, but I usually just put it on a diamond so I have a reference point. Usually am pretty close

I take cue means cue ball. I can't imagine using my cue like a spear.
 
I balanced my cue on the rail, placed 2 balls as stated, covered it all in ice cubes, opened the windows in the basement, and then poured some water over the cubes.

This AM my cue is solidly frozen to the rail.

I can't get the cue to go up the table at all.

What do I do next?

this is important.
first: CLOSE THE WINDOW!!!
now wait until morning. The cue will be thawed and I am sure you can find a place for it.
