There is a nice Steve Klein in the for sale section in your price range. Basically look in the for sale section. There are always nice cues for sale.

you could pick up a nice used schon in that price range just keep checking the wanted and for sale add....they all play pretty good...

In my experience, the best playing cue is often not the best looking cue, and vice versa in any price range. Consider yourself a lucky man if you find both attributes in that special cue that has your name on it. It's out there. A little luck and patience is needed, but you'll find it
 
A couple Tim Scruggs sneaky pete's going for that price range on the 2nd hand market. I believe Bob Frey, who used to make the Tim Scruggs sneaky pete's wouild make a new one for that price.

You should be able to get a Samsara Bar Cue for about $400.

I just bought a Jump break (the JB-04) Looks great and breaks great also.

There bar cues are a not fancy but should play very well...

If you want to order one look around at prices then I will put you in touch with the guy I bought mine from. Super nice. Very fast shipping and was cheaper than the others I had found.
 
I would go used custom rather than production. Best cue I have used in that price range is my wrapless Olney. Picked it up in mint condition and it plays better than most cues whatever the price. Jeff makes an awesome cue.

i could let you have my soon-to-be-finished wrapless bocote with tiger maple handle (plain jane) for only 400 - shipped via DHL. cue is being made by Bebot Bautista. you can still specify the pin size, weight and tip diameter at this point. i can have it finished in 2-3 weeks if confirmed. :)

everyone that has been mentioned makes good cues, what matters more is how do you like your cue. If you like a softer hitting cue you would hate a southwest for example. If you want to stay middle of the road, you could just go with a good used schon thats always a safe bet i don't care who you are. The more specific you are in what style of hit you want from a cue and balance then we could be even more helpful and steer you towards someone that is more likely to build exactly what your looking for.
 
I don't think you are going to be able to beat Doug Patricks deal to tell you the truth. The finnish and radial pin make it pretty appealing.
