Soooo a non-white t-shirt with no graphics and less than %100 cotton is fine??? hmmm why not just say bussiness casual of semi formal attire is required?

Response to the whole thread: From what I heard, the membership requested a less formal dress code a couple years ago, and this is what the committee came up with. It was necessary to spell it out because there were players who wanted to wear t-shirts and khakis and tennis shoes and would test the boundaries. So, the current dress code reflects the move to a sportier code while not allowing some specific items that can be considered too casual.

They are playing to become professionals. That might not mean something to you since the WPBA is struggling, but it means something to the players. This isn't some bar league. So there is nothing wrong asking them to adhere to a presentable dress code.
Find something important to bash the WPBA about.
