You can shoot any ball into any pocket. The breaking player gets ball in hand after a break, even if he doesn't make a ball or scratches. (though if he hits the cue off of the table, then what... that seems like it should be some sort of penalty). Basically, each player gets a fresh chance to run each time. You can use a triangle, or a 7-ball rack, to rack. I guess hands are fastest in my opinion; that part doesn't matter much.
In your variation, the 7 has to be made on a certain side of the table?

I too like 7-ball. And, the rules variations you have are interesting. Though I have two questions:
1. If "Seven ball is really nine ball with only seven balls.", then are you saying that each person can make the 7-ball in any pocket just like 9-ball or do you still chose sides?
2. "... ball in hand no matter what for the breaker after the snap." If the breaker makes something, then BIH? If the breaker doesn't make something, then BIH for his opponent?
Edit:
3. "Balls are racked by hand in a seven-cluster at the foot spot." So, I can't use my special 7-ball rack or use a regular rack to rack 6 balls and then add the extra (or can't use one of the little circular racks). Has to be totally by hand?
