Funny you should start this thread because I recently purchased both of these break cues and am in the process of deciding which one I like better.
I haven't really figured it out yet. I want to do some stats on 8 Ball, 9 Ball and 10 Ball breaks and see how often and how many balls I make on the break on average, just trying to crush them. Then I want to do the same thing only adding in controlling whitey and getting a shot on the one (9 & 10 Ball).
But so far I can tell you this much. Neither come with phenolic tips. The OC is a Samsara and the Pechauer a Black Diamond water buffalo tip. My understanding is both are considered legal in BCAPL play.
The biggest differences in the feel is that the Pechauer is noticeably forward balanced, with the weight in the front of the butt, not really in the shaft. The other thing is in the shaft taper. The OC is a pro taper shaft while the Pechauer is more conical taper. So if you break with a closed bridge from the bed of the table you will notice the Pechauer sort of "runs out of room" as you follow through. The shaft does get tight in your bridge as it thickens unless you open up the loop a little more. This takes some getting used to though it would probably not be impossible to make the adjustment. If you are using a standard rail bridge from the side rail the difference in tapers really won't matter.
