Help identifying this cue?

Looks like a Verl Horn
As a followup,
I should have asked this as well...
Are there any people that are known for identifying unknown cues?
Ie, I'm really interested in getting this cue ID'd and certified/authenticated as to what it is, vs having to tell people I don't know, but someone over here thought it might be this, another thought it was that, etc.
Clearly someone had some talent when they made the cue.

There are several but most of the time they seem to be a little specialized. Specifically on your cue, I think it looks like a Verl Horn cue as well. But I don't know who would be the best to view it to verify.
Let me explain.
Let's assume you have a cue that you think that might be a Balabushka, there are several that could probably verify but Tascarella is considered the best for his cues. (Schick, Barry, Richard Black are certainly able but aren't considered as highly as Tasc)
For Gus Szamboti cues, Barry is the man. Again many of the masters could identify, but nobody's carry more weight than Barry. Gus kept great notes and Barry uses this tool as a reference.
For Southwest or Kersenbrock, Laurie is without a doubt the best. They kept good records and can verify or deny about any "Southwest" style cue.
There are many others for certain cues.
Yes most can verify, and if you want some if not all will verify with a picture if it is possible, but if you ask for a written confirmation, then usually that comes with a price. Reasonable, IMO, as you are asking for some time and they should be compensated for it.
So yes, there are experts. There are also a ton of very good guys here, and often you can meet cuemakers and vendors at events and shows. All of them are helpful, and pretty honest if you stump them and they just don't know.

I would contact Joe Van at Classiccues. He might ask you to take some additional pictures.
If it's not a Balabushka then it's probably a Verl Horn as Sean suggested. It looks like a Balabushka or a knock off to me.
I am pretty sure it is a Verl Horn as well. I think this cue had come up for sale here in the last year or so.

That's extremely similar, no doubt. Eerily so.

The bumper system / weight bolt on both my older and newer Verl Horn cues are similar, except they both have big slot, so you can turn it with a flat blade screwdriver or a coin.

I actually owned that cue!
I almost hate to say this, but his cues have been sold as Balabushkas.

Having virtually no responsibilities is time consuming.
I would give a lot of weight to what Ted finally thinks this cue is.
It was probably the Verl Horn "tribute' that was sold a while back, but the bumper system is different than my Verl Horn cues, and that makes some sense actually.
BTW we're talking about Tuesday night in-house VNEA at Mile High, I don't know if I want to commit because I'm so busy.
For instance tomorrow morning at 7:30 Buddy the crazy Dachshund is having an operation
I know an old guy that plays pretty good if you need a team mate.
But he doesn't do end of the year tournaments.
Diamond in butt sleeve
The pictures of the diamond in the butt sleeve look different from the diamond in the point. Is the notch different or is it the same and distorted from the camera?
I traded the cue to Rod and informed him it was a Verl Horn. It was sold to me way before I knew of AZ.....as a Balbuska. Your cue appears to be a Horn using a Spain blank. However, if you want to be sure, send it to Pete. I did and am most grateful for his advice and evaluation, despite my anger for being duped over 10 years ago.
