There are several but most of the time they seem to be a little specialized. Specifically on your cue, I think it looks like a Verl Horn cue as well. But I don't know who would be the best to view it to verify.
Let me explain.
Let's assume you have a cue that you think that might be a Balabushka, there are several that could probably verify but Tascarella is considered the best for his cues. (Schick, Barry, Richard Black are certainly able but aren't considered as highly as Tasc)
For Gus Szamboti cues, Barry is the man. Again many of the masters could identify, but nobody's carry more weight than Barry. Gus kept great notes and Barry uses this tool as a reference.
For Southwest or Kersenbrock, Laurie is without a doubt the best. They kept good records and can verify or deny about any "Southwest" style cue.
There are many others for certain cues.
Yes most can verify, and if you want some if not all will verify with a picture if it is possible, but if you ask for a written confirmation, then usually that comes with a price. Reasonable, IMO, as you are asking for some time and they should be compensated for it.
So yes, there are experts. There are also a ton of very good guys here, and often you can meet cuemakers and vendors at events and shows. All of them are helpful, and pretty honest if you stump them and they just don't know.
