Hard to tell on the rest without seeing the joint better but this cue might be a Slay built by Bob Meucci in the 1970's but not sure.

I think the sneaky could be made by Bill Teeter, maybe a Terry Stonier. The only other guy in the sacramento/fairfield/chico area that I know of was Goldrush cues, but that's not likely it, and it's more unlikely that it's a Coker... Of course, it all depends if the original owner had it made locally and not just purchased locally.
