As you can see in your cuemaker forum thread such things have been discussed at length. Growth rings are one of numerous characteristics cuemakers consider. Generally speaking more is better. Generally, but many put other characteristics ahead of that.
As was said the main consensus is straight grain. Ugly grain runoff is frowned on and not just for cosmetic reasons. Density, color, and "clean, without sugar marks" as well as other characteristics come into play.
As a generalization, better shaft wood tends to have higher growth ring count as you can see in the grading system you quoted.
So it is the opposite of what you said.
