Score was 5-1 Filler....
go to the 6:40:54 time.
Notice the Ref is standing at the table head Behind the shooter.
Marc kicks two rails behind the 1 ball.... the ref/totally out of position 15 feet away from the carom calls foul.
How could he even tell that it didn't Brush the nose?
Bad call as I see it, only because he wasn't near ball/rail contact.
What do you think? Me, get a better referee.

 
Does look like the cue ball brushed the nose.

I can see why he was so far away though, as Marc was jacked up over the 4 ball and that would have been the most pertinent placement.
 
As it was NOT possible for the ref to do the same fifteen feet away from the carom.... wouldn't you agree.
 
Generally speaking (i.e., not just with pool), I tend to distinguish between a bad call and an incorrect calls. Bad calls are typically incorrect, but not every incorrect call is bad. An incorrect call is one that appears reasonable in real time from the viewing perspective of the official making the call, but replay shows that things didn't happen quite as they appeared to happen from the official's angle. A bad call is a call (or non-call) that is noticeably incorrect in real time from most any viewing angle.

An example of an incorrect call that was not a bad call would be the facemask foul called against the Detroit Lions at the end of regulation when Detroit hosted the Packers during the 2015 NFL season, a game known as the Miracle in Motown. Replay showed that contact with the facemask was minimal and incidental, not justifying a foul being called. However, in real time, it looked like an egregious facemask foul. An example of a bad (no-) call would be Rams at Saints in 2018. There was simply no excuse for the ref missing that clear and obvious foul.

In the Filler vs. Bijsterbosch match, it's tough to say if the cue ball did or did not hit the rail when watching in real time. It might have been an incorrect call, but it wasn't a bad call.

The ball had enough spin. It shoulda chirped if it touched the cushion.

Anyone 15' away telling me it didn't hit the rail when looking at the back side of the ball doesn't know what they are doing.
Ref could of easily stood on the shooters left side being 5' closer to the foot rail and easily gotten closer to confirm the kick.

maybe not, it wasn't an ideal position for that foul, but had he been stood downtable it wouldn't have been an ideal position for the possible touch foul on the ball marc was cueing over.

either way we get a skewed perspective with balls near the bottom rail seeming closer than they are. (it's my favorite view though, that camera angle is just right imo)
 
Doing both normal speed and frame at a time, it doesn't look to me like the ball touched the cushion. Neither player had a problem with the call. Evidently, the call was obvious in person.

If you want to see what a cue ball on the cushion looks like, go to 6:36:19. The cue ball during the questioned call looks like it never got with an inch of the rail.

The call was correct, and the ref could see it well enough.
 
The call looked correct. I don't feel the cue ball went back to the rial. The ref was where he should have been, because adjudicating the foul on a jacked-up shot was the top priority here. Obviously, the way the shot turned out, it would have been better if the ref had been positioned elsewhere, but hindsight is 20/20.
