The answers yes and no. its the nature of cheap jacks to bleed off. Bad tolerance on the internal parts. A quality jack will not and should not bleed off unless over loaded. I have this exact otc jack and trust my life with it when working on motor homes...

They were using crutch tips the rubber peice. find ones that fit your shaft drill a hole back threw base with washers on both sides and lock together with a nut. then you can chuck up on the bolt.

It needs to be spun on a lathe sanded off sealed and burnished. Sanding by hand you will most likely make the shaft out of round. your local repair guy should be able to fix you up rather easily and quickly.
